present landing facilities offered by the Wharf and Godown Company will not be nearly sufficient for a port like Hongkong. 15. It would therefore be a pity to allow the Marine half of Blackhead's Lot go to a fire who might not use
it for export and import business.
18. I would therefore suggest that the Govern-
-ment keep possession of this lot and erect a godown on it as
́shown marked as Shed No. 4.-

shed No. 2 at present and Shed No. 1 would have access to the road
for the goods requining to be sent away into Kowloon which could
be taken delivery of at once.
18. Sheds Nos. 3 and 4 and the future Shed No.2
have or could have sufficient water along for ocean going
steamers. The capital cost of these sheds would be large and for
reasons explained I do not think it expedient to look for any
return for the money expended on these 'sheds and wharf walis
from Railway traffic earnings.

19. During construction the cost of these sheds,
wharves, sidings and reclasation could be kept separate from the
rest of the Railway accounts. When complete this part of the
station yard could be worked as Port Trust, and would form a
base from which to start the large proposed schemes for Wharves
and Godowns. The Port trust would act as a faeder to the Railway
not necessarily sending all goods which pass through their hands
by rail."

If it would not be possible for the Govern-
-ment to provide as much money as is required to purchase the
whole of Blackbead's ›Lot, I think it would be possible through
a middle man to purchase the inner half for the Station Building
and at the same time the middle man would find a purchaser for
the Marine Lot, thereby relieving the Government of the neces-
-sity
